Why bring in an independent project manager rather than leave it to the main contractor?
The main contractor's interest is profit maximisation, not owner satisfaction. OEA sits between you and the contractor -- certifying only what has been properly completed, assessing variations independently, and ensuring the contract terms you paid to have drafted are actually enforced.
OEA is appointed by the owner or funder, not the contractor. Our development monitoring reports represent what is actually happening on site and what the cost-to-complete genuinely is -- not what the contractor is claiming. That independence is what institutional funders require.
Contract administration is dispute prevention. Properly documented instructions, formally assessed variations and timely decisions mean most disputes never become claims. When they do, OEA's records provide the audit trail that resolves them.
